During the current 2025 International Conference on Smart Education and Digital Literacy (ICSE 2025), the Universal Basic Education Commission (UBEC) unveiled detailed plans to provide state-of-the-art digital learning technologies to public primary and junior secondary schools throughout Nigeria.

The initiative, created in partnership with the Korea International Cooperation Agency (KOICA), aims to align Nigeria’s basic education system with international best practices and prepare students for a future driven by digital innovation, according to UBEC Executive Secretary Dr. Aisha Garba, who spoke at the conference in Abuja.
While some African nations, such as Rwanda, have already incorporated AI and other cutting-edge technologies into their classrooms, Dr. Garba pointed out that Nigeria is now stepping up its efforts by building smart schools, offering teacher training programs, and deploying ICT tools throughout the 36 states and the Federal Capital Territory.
The necessity of this statewide smart education program is highlighted by the fact that, despite UBEC’s success, data indicates that less than 50% of Nigeria’s public elementary schools now have access to digital infrastructure. She noted that the Commission is now concentrating on making sure that technology is integrated into teaching, learning, and school administration rather than just offering hardware.
Citing the KOICA Smart School Initiative’s success as a basis for subsequent stages, Mr. Kim Eunsub, Country Director of KOICA, reiterated South Korea’s commitment to aiding Nigeria’s digital education transition. He said that the project’s second phase, which will involve curriculum development, teacher capacity building, and additional schools, is anticipated to begin in 2026.
Education stakeholders from all over Africa are gathered at the conference, which has as its theme “Empowering African Smart Education Through Emerging Technologies,” through May 9 to talk about cooperative approaches to expanding digital literacy and creativity in classrooms.
