Hilary Owamah, 42, is named Deputy Vice-Chancellor at DELSU.

Hilary Owamah, the youngest professor at Delta State University (DELSU), Abraka, has been named the next Deputy Vice-Chancellor (Academic) by the university’s Senate.

Professor Owamah, the only civil engineering professor at DELSU and the current Director of Academic Planning, became a professor in October 2022 at the age of forty.

According to official records, his appointment was confirmed when Vice-Chancellor Professor Samuel Asagba nominated him during a Special Senate sitting on Wednesday, February 26, 2025.

Subject to approval by the university’s governing council, Owamah will formally take over as Deputy Vice-Chancellor (Academic) on March 11, 2025, replacing Professor Ochuko Anomohanran.

“I sincerely appreciate the Vice-Chancellor for finding me worthy of this enviable position of service,” Owamah told the Senate during his acceptance comments. I also want to express my gratitude to everyone for their consistent compassion and support since I started at the university.

Owamah, who was born in Ibusa, Delta State, on August 27, 1982, finished his elementary and secondary schooling at Umejei Primary School (1987–1993) and St. Thomas’ College (1993–1999). He graduated from the Federal University of Technology, Owerri, in 2006 with a B.Eng., the University of Port Harcourt with an M.Eng., and the University of Benin with a Ph.D. in civil engineering in 2016.

Owamah was a professor at Landmark University in Omu-Aran, Kwara State, prior to becoming a Senior Lecturer at DELSU in 2016. He has held a number of important administrative positions since joining DELSU, such as Director of Academic Planning (2022–2025), Deputy Director of Intensive and Part-Time Programs (2020–2022), and Head of the Department of Civil Engineering (2017–2020).

For the first time in the university’s history, DELSU received full accreditation from the National Universities Commission (NUC) for all 92 of its academic programs while he served as Director of Academic Planning. Additionally, he was in charge of the launch of fifteen new academic programs.

Respected by many for his dynamic leadership and administrative skills, Owamah is a popular public speaker who has attended many national and international conferences. He was named DELSU’s second-best researcher in 2024 and has over 60 scientific publications in prestigious, Scopus-indexed journals.

Owamah is the Vice-Chairman of the Nigerian Society of Engineers, Asaba Branch. He is a Fellow of the Nigerian Institution of Civil Engineers, the Nigerian Society of Engineers, and the Nigerian Institution of Environmental Engineers. He has been a certified professional engineer for more than ten years and consults for a number of well-known engineering and energy companies in addition to his academic responsibilities.

Victoria Owamah and Professor Owamah are married and have a blessed family.
