Overview: A blog on NECO GCE Form 2023: Application Guidelines and Every Registration Details

The November/December 2023 Senior School Certificate Examination (SSCE) External application period is now officially open, according to the National Examination Council (NECO).
This test is designed especially for people who are not currently enrolled in a secondary school system. This people are known as private candidates.
In this blog, we provide potential applicants with essential details, from the application procedure to the testing locations.
The 2023 SSCE External Registration Announcement
Prospective candidates enrolling for the November/December 2023 SSCE External are hereby notified that the registration window is now open.
The NECO GCE Examination Centers locations
The locations for the examination centers are conveniently categorized into neighborhoods within each state. After candidates upload their registration details online, they will be automatically designated an examination center within the neighborhood they initially selected.
Subjects Offered in NECO GCE SSCE External
Candidates can select from a wide variety of twenty-nine subjects in the SSCE External. The topics cover a range of academic fields, including:

Application Guidelines for NECO GCE Forms
Application Fee Structure
The following is a breakdown of the fee structure for the NECO GCE Form registration process:
- Main Registration Fee: ₦17,800.00
- Four-Figure Table: ₦500.00
- Waterproof Certificate Jacket/Folder: ₦2,000.00
- Additional charges for stamp duty, service, and Remita are also applicable.
Payment Methods
It is necessary for candidates or registration locations, like computer cafes, to go to NECO’s official website, register, and activate an account before making a payment using one of the following five methods:
- ATM Card
- Internet Banking
- USSD
- Wallet
- Bank Branch
Important Note: The use of scratch cards for NECO transactions has been discontinued.
Registration Timeline
The window for registration is from September 11, 2023, until November 13, 2023. A ₦2,000.00 late registration fee will be applied between November 14 and November 19. Each candidate must pay a walk-in registration cost of ₦28,000.00.
How to Register
- Mode of Registration: Candidates can register both offline and online for the examination.
- Online Registration Steps:
- Visit the Council’s website SSCE External Link
- Create an account and purchase the registration quota.
- Proceed to a reputable cybercafé to complete the registration and capture biometric data.
- Registration Timeline: Candidates are advised to register within the stipulated period as announced on the Council’s website.
Requirements for Registration
- Photograph:
- To register, a passport-sized photo must be sent.
- The image needs to have a white backdrop and be no older than six months.
- If necessary, a passport-sized photo can also be taken with a system camera during the registration procedure.
Important Notes on Biometric Data
- Offline Registration: Each candidate’s biometric fingerprint will be taken during the offline registration procedure.
- Verification of Examination:
- Biometric verification will take place during the conduct of the examination.
- Candidates found to have mismatched fingerprints during verification will be considered as impersonators and will face sanctions according to existing laws.
Special Provisions for Visually Impaired Candidates
Applicants with visual impairments may also register, and while entering their biographical information in the offline application, they must indicate the type of impairment they have.
NECO GCE Attestation Photocards and Timetable
Upon successful registration, candidates must acquire:
- A schedule for the assessment.
- The NECO Photocard must be presented in clear copy at least once, to be admitted to the examination hall.
The Referee’s Attestation section of the Photocard must be signed and stamped by an authorized individual from the following categories:
- Head of an accredited senior secondary school
- Ordained minister or head imam
- A Nigerian Armed Forces or Police commissioned officer, at least a captain in rank
- Superior Civilian, not subordinate to GL. 14
- A lawyer having at least ten years of experience in the field
It is important to mention that applicants are no longer required to bring their attestation picture cards to NECO state offices in order to get them stamped.
NECO GCE General Information
- Non-Refundable Registration Fee: The registration fee is non-refundable after it has been paid.
- Candidates who walk in: Candidates who plan to walk in can register up to six hours before the subject they plan to sit for.
- Fixed Examination Center: Once uploaded, there is no way to change the examination center selection.
- Instructions for Registration: For instructions on the registration process, candidates and cybercafé operators should closely follow the SSCE External link on www.neco.gov.ng.
- Reputed Cyber Cafés: It is highly advised to choose reputed cyber cafes. Registration errors will not be the Council’s responsibility. Candidates should verify any offline submissions they have made before authorizing the data to be posted online. Revisions are only possible online once the file has been uploaded.
- One-Time Correction: Within two weeks of uploading, candidates will have the chance to make one correction.
- It is not allowed to change your name completely.
- In addition to other registration details, only one of these two—Name (Surname, First name, or Middle name) or Passport—can be changed.
- Study Materials: Before the exam, candidates should go over the syllabus and the rules and regulations.
- Photograph Requirements: The diplomas will bear an embossed version of the photo you supplied while registering.
- Center Viability: At least one day before the exam date, candidates will get information regarding the viability of their respective centers.
- Prohibited Items: It is completely forbidden to smoke and bring electronic communication devices into the examination room, such as programmable calculators, cell phones, iPads, tablets, smartwatches, glasses, and pens.
- Dressing Code: Candidates are expected to wear casual attire or mufti, and firearms will not be allowed within the test room.
- Multiple Registrations: It is not permitted to register more than once. Candidates will have their whole results canceled if they register more than once.
- Late Entry: After the exam has started, no applicant will be permitted to enter the examination hall.
