A significant modification has been implemented for overseas students applying for a study permit in Canada as of January 22, 2024. The majority of candidates are now expected to provide a Provincial Attestation Letter (PAL) from the province or territory where they want to continue their education to improve the administration of provincial student enrollment capacities.
A Provincial Attestation Letter (PAL): What is it?
An official document from a province or territory administration confirming that they are aware of your intention to study there is known as a Provincial Attestation Letter (PAL). It also confirms that the program you have selected fits the needs of the local labour market and immigration. In essence, the PAL provides Immigration, Refugees, and Citizenship Canada (IRCC) with an extra degree of security during the approval process for study permits.
Does my province require a letter of attestation (PAL)?
Most study permit applications submitted on or after January 22, 2024, at 8:30 AM ET, are subject to the PAL requirement. Notably, PALs are not required for applications that are filed before this date and time.
But there are several exclusions, such as
Those making applications for:
- Early childhood, elementary, or high school (through grade 12)
- A doctoral or master’s degree program
Individuals who already reside in Canada and fulfil one of the subsequent requirements:
- Requesting an extension of a study permit
- Possess a current work permit
- Are a visiting or exchange student studying as a temporary resident at a designated learning institution (DLI)
- Have finished the necessary curriculum for DLI enrollment and are a temporary resident
- Have a removal order in place, but they are unable to leave Canada at this moment.
- Have a temporary residence permit that is good for a minimum of six months.
- Are you related to a resident of Canada who has a valid work permit, study permit, or temporary residence visa that has been in place for at least six months?
- Come under particular exemptions, such as those who serve in the armed services in another nation under the Visiting Services Act, are recognized foreign government representatives, are involved in particular sports or events, are employed by a foreign news organization in Canada, or are employed by a religious organization.
How Can I Obtain a Letter of Provincial Attestation (PAL)?
There isn’t currently a set process in place to obtain a PAL. The issuing processes of the provinces and territories are presently under development, to be implemented them by March 31st, 2024.
