News Update: Provincial Attestation Letters Are Now Being Issued by British Columbia

International students may now get Provincial Attestation Letters from British Columbia.

British Columbia has launched its Provincial Attestation Letter (PAL) system, which will take effect on March 4, 2024, marking a momentous milestone for overseas students. As proof of acceptance by a Designated Learning Institution (DLI) within the allotted limitations, overseas students must now submit their study permit application with a PAL as part of this new procedure.

Specifics of Allocation:

Immigration, Refugees and Citizenship Canada (IRCC) has sent 83,000 applications for undergraduate study permits to the British Columbian government. Based on previous acceptance rates, the federal government projects that around 50,000 study permit applications will be granted in 2024. Compared to the prior year, when there were 97,000 applications and around 60,000 accepted research permits, this represents a drop.

The PALs’ distribution:


Of the PALs that are granted, public post-secondary schools will get 53% of them, while private universities will receive the remaining 47%. Notably, as compared to 2023, this indicates a 27% decrease in study permit applications for private universities. The cut is intended to allay worries about “unsustainable growth” in this industry.

The strategy of Implementation:

The PAL system implemented by British Columbia is the first in response to the IRCC’s decision to restrict the number of study permits granted in 2024. To fulfil the March 31 deadline, it is predicted that other provinces will implement comparable systems in the next weeks, setting a precedent with this calculated approach.
