University Leaders are to be Chosen fairly says Education Minister.

The Honourable Minister of Education, Dr. Maruf Olatunji Alausa, has authorised the adoption of a guiding policy on eligibility for the appointment of Vice Chancellors, Rectors, and Provosts, in keeping with the Federal Ministry of Education’s commitment to fostering equity, transparency, and integrity in the Federal Tertiary Institutions process.

After years of seeing a trend of undue advantage, when officers working in acting capacities often use their positions to influence appointment decisions, jeopardising the fairness and openness of the selection process, this regulation has become essential.

The policy states that any officer acting as vice chancellor, rector, or provost is not eligible to apply for the substantive position while still holding the acting appointment. This is done in order to end this practice, guarantee fairness for all eligible applicants, and improve institutional governance. To be fair, however, these officers may decide to step down from their acting posts before to the end of their six-month non-renewable term, which would allow them to seek for substantive jobs.

The Federal Ministry of Education Guidelines for the Appointment of Vice Chancellors, Rectors, and Provosts (2013) and all other current rules regulating appointments in federal tertiary institutions are intended to be supplemented by this policy.

We kindly ask that governing councils, management, and other pertinent parties make sure that the new guideline is strictly followed. The 2013 Guidelines are contained as Annex II, while the policy paper is enclosed as Annex I for clarity and simplicity of implementation.

The Ministry values the stakeholders’ ongoing commitment and collaboration in preserving good governance and the integrity of the procedures used to choose leaders in the education sector. We are certain that this policy will improve public trust in our organisations’ main officer selection process and implement the intended improvements.
